Effective writing or speech makes use of a variety of techniques to increase its impact. The study of techniques of argument and striking expression is called "rhetoric". Both written and spoken texts that seek to persuade are called "rhetorical". So questions that do not look for the hearer to inform the speaker but look to persuade the hearer of something are called "rhetorical questions".
