Moab was between Edom and Ammonite territory to the East of Jordan. The land was high and relatively well watered, so productive of grain, flocks & herds (2 Kgs 3:4 claims that Mesha presented Jehoram with huge flocks as tribute).
Kerioth, is mentioned on the Moabite Stone (found at Dhiban, king Mesha's capital in the 9th century BCE) as a sanctuary of Chemosh. Whether it was the chief city of Moab a century later, we do not know.
Once again the punishment is warfare, fire and death for king and leaders.
